The Challenge

The California State Legislature in 2018 passed Senate Bill 1421 (SB-1421)—popularly called The Right to Know Act—which allows public access to certain records relating to police misconduct and serious uses of force. Members of the public can request such records under the Public Records Act, a law giving citizens the right to view non-confidential documents produced by state and local government agencies. The Right to Know Act requires the release of such records within 60 days following a request.
Since SB-1421 went into effect, the Pasadena PD has experienced a dramatic increase in the number of requests it receives for redacted video evidence, such as bodycam footage of critical incidents.
Previously, the department employed another redaction assistant software to edit its evidence media. However, the department found this software difficult and extremely time-consuming to operate, requiring users to redact video files on a frame-by-frame basis. For example, using the other redaction solution, it took the department 10 man hours over two weeks to complete the redaction of a video just two-hours in length.
With the department potentially responding to multiple SB-1421 requests, such a slow turnaround rate is unacceptable. In response, the department began to seek an alternative solution that would allow it to conserve its resources, reduce expenses and improve workflow efficiency and productivity—all while providing greater public transparency.

The Pasadena PD selected Veritone’s intelligent audio, image, and video redaction software application called Veritone Redact. As a result, the department has attained major improvements in its workflow. The department now can release redacted evidence within a matter of days—rather than weeks.
Veritone Redact allows staff members to efficiently collaborate on video redaction projects. For example, when the Pasadena PD experiences a major event, such as an officer-involved shooting, the department will assign up to 10 staff members to assist with the redaction of evidence media.
The large number of workers allows the department to review and redact video for not just a single bodycam, but for cameras from all officers who may have been part of the incident. This practice allows the department to spread the workload across multiple staff members.

The Solution
In another scenario, the Pasadena PD managed a case that included more than10 hours of video and seven hours of audio, all of which needed to be redacted. Using a keyword search, the officers rapidly found and redacted any PII and other sensitive information.
This feature helped the department save time and money. The alternative was to outsource this task to a third-party vendor, which would take weeks to complete and would cost thousands of dollars.
